Due to dropped rails keywords the test dependencies for these packages
are no longer keyworded.

Move the custom Gentoo SYMLINK_LIB=yes setup to arch/amd64/lib32
subprofile, making the top profile SYMLINK_LIB=no at the same time.
Update the inheritance tree so that all current profiles switch to
the sub-profile, and remove redundant SYMLINK_LIB=no overrides
in arch/amd64/x32 sub-profile.

app-emulation/qemu was masked on PPC64 because of a dependency on
sys-firmware/ipxe for emulating x86_64/i386. Change to just blocking
emulation of those platforms, so that app-emulation/qemu can be
otherwise used on PPC64.
Tested on bogsucker.ppc64.dev.g.o by booting CirrOS PPC64 images.
