IUSE=cxx was removed from binutils in bug #663776 in favour
of IUSE="gold plugins."
USE=cxx is a no-op for non-cross gcc. And binutils's gold and
plugin support should not be needed to bootstrap a toolchain.

The default install of KDE Plasma requires the setting of
sys-fs/dbus[user-session]. However if net-wireless/bluez is
already installed, this could lead to a conflict.
Add a few package.use files to preempt this on the most common and
likely profiles that are used.

Bumping g-c-c to 3.28 will take a bit longer, so add backported
patch for gnome-desktop-3.28+ compatibility to be able to unleash
that set of packages earlier.
Also adds an extra patch from upstream 3.26 branch related to
GOA object lifetimes handling, which should fix some potential
control panel crashes.

Default enable USE=vala now, as it is increasing required by applications
due to no pregenerated C in them with meson. Currently gnome-clocks already
requires it.

It breaks ABI, so need to see what doesn't work with it, and also
upgrade some of the consumers at the same time to save on build
cycles for users. It will be an actively changing mask block with
items gradually added for a set, then all unmasked together and
then another new set of packages being worked on in mask, etc.
