Prepare for distribution on the official binhost!
When built with USE=bindist, Chromium will be built with support
for proprietary codecs (h264/aac), but this support will be stripped
from the built package in favour of a symlink to (and dependency on)
either media-video/ffmpeg[chromium] or media-video/ffmpeg-chromium
Also fix builds with rust-bin

Attempt to better handle users with clang as their default
compiler (previously we could get out of sync).
Back to depending on virtual/rust thanks to the recent
addition of the `profiler` USE.
Bumped enabled LLVM slots from 16 to 17 to 17 to 19.

Dropped chromium-108-EnumTable-crash.patch as it does not apply and
there's no upstream bug to track it against. We could rebase but I'm
unable to repro the issue described in https://bugs.gentoo.org/874594
and other distros don't carry this patch.

using the Google toolchain. It's not going to be nearly as flexible
as using the system toolchain, but will help to future-proof us against
the use of prerelease clang or rust features in a stable ebuild.
