git-commit-overlay: reinit git repo, use config vars
* partially reconfigure the git repo (user name/email, ...)
* use GIT_COMMIT_MESSAGE, GIT_COMMIT_MAX_LINE_WIDTH from the hookrc config file
(if defined there)
