virtual/{{c,}blas,lapack{,e}}: replaced by counterparts in ::gentoo.
sci-libs/{{c,}blas,lapack{,e}}-reference: Remove.
Remove BLAS/LAPACK migration scripts.
Remove outdated documentation on BLAS/LAPACK.
Update README.md to point to the new framework in ::gentoo.
