dev-perl/Lchown: -r bump for EAPI7 + toolchain love
- EAPI7
- Unconditonally strip bad tests
- Guard against LD being set to something other than a CCLD
- Ensure CFLAGS passed to compiler
- Remove unused/empty variable assignments
