For non-x86 platforms, building from source can be done using a
cross-compiler provided by crossdev.
Also adjusts arch package.use.{force,mask} as appropriate.
Tested on a Talos II / POWER9 running ppc64

It's not installable without user invervention
with latest changes.
!!! The ebuild selected to satisfy "dev-lang/rust" has unmet
requirements.
- dev-lang/rust-1.26.0::gentoo USE="-debug -doc (-extended) -jemalloc"
ABI_X86="(64)" LLVM_TARGETS="-AArch64 -AMDGPU -ARM -BPF -Hexagon -Lanai
-MSP430 -Mips -NVPTX -PowerPC -Sparc -SystemZ -X86 -XCore"
Treat it the same way as llvm/clang does.
Not touching musl/uclibc profiles, since they
maintain their own rust ebuild.

ffmpeg as it assumes they are available on arm64 and fails to build if those are disabled, bug #610768

For reasons best known to themselves, Oracle do not ship the
libawt_xawt.so library on arm64 even though they do on arm32.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
