This ends up breaking things and is a bad assumption anyway. (Sorry for taking
so long to get to this, I was worried about collateral damage, but the ffmpeg
stuff from cleaning up thumb recently shows we just need to get on with it.)

I have been using SANE with a HP scanner and serving this over a LAN
without issue. There is no architecture-specific reason why scanners
wouldn't work in general.

For packages that start with KEYWORDS="-* ...", i.e., require
non-trivial architecture-specific implementations, we should be masking
by default and unmasking on explicitly-supported arches to avoid
trashing exp profiles.

May be interesting to stable at some point given being masked
in stable is going to be confusing for stable users, but this
is not a priority and may wait until someone wants this (user
or arm64@, just send the stabilization request).

media-libs/ladspa-sdk is now marked stable on arm64 and the other two
related packages, media-libs/liblrdf and media-plugins/cmt-plugins,
have got ebuilds keyworded ~arm64. Therefore, replace the arch-wide
mask of this USE flag with package-specific stable-only ones for the
revdeps.

Add a 'prebuilt-kernel' USE flag that controls a bound-slot dependency
on virtual/prebuilt-kernel. If the flag is enabled, it should ensure
that the module will be rebuilt automatically on future kernel upgrades.
