Tests currently fail on systems with CONFIG_PM=n set. Since this is
impossible to enable on some platforms, backport the upstream fix to
conditionally skip this test.

Note that upstream actually replaced cppunit with catch very soon after
this tagged for 3.2.0, this changes the command-line syntax so this will
need to be updated when the 3.2 branch is packaged.

This commit adds USE=pch to disable precompiled headers. PCHes are
unstable and as such, USE=pch is masked globally.
This bug can alternatively be fixed by filtering various FLAGs
(-Wl,-O1 -Wl,-z,relro, and similar).
