The previous wording was kinda weird, suggesting the variable
is a filename, rather than dep-style. Reword it to make it clear that
multiple values can be used.

Adopt the set notation using the '@' sign when refering to the system
set. Also, system is not a target but a set. Therefore replace any
references that refers to @system as 'target' with 'set'.

Here's the heuristic for conversion:
- If the https substitute is valid, always convert to https
- If it's a bogus URI used in an example, convert it to https
- If it's a valid URI used in an example with no valid https, leave it alone

At the time of writing, all distfiles referenced from the Gentoo
repository are using only ASCII alphanumeric plus +-.@[]_~ special
characters. If all known overlays are included, characters %&();=?
occur in addition.

The changes are:
- Rename the title to "Projects and Herds" to put the emphasis
on projects
- Explain projects and subprojects in a new "Projects" section
- Add a subsection for starting new projects
- Add a subsection for joining/leaving a project
- Put a warning label at the beginning of the "Herds" section,
declare it obsolete, and preserve it for historical reasons

With the git migration no CVS keyword expansions are happening. However,
Manifest file may still need to be regenerated.
