Unfortunately, the configure check for --enable-fuse will silently
not build/install the fuse tools (rather than aborting) if fuse isn't found.
We were depending on fuse:= but libguestfs still specifically needs
fuse:0 (fuse2). Fedora's packaging does the same thing (checked because
the maintainer of the package in Fedora is involved upstream w/ libguestfs
too), even though I'm surpried to see stuff still needing fuse2.
This fixes installation of guestunmount etc.

No release yet but current 9.0.9999 builds fine as-is, and
would rather not worry about backporting for old branches.

All versions currently broken due to the staging patchset itself
(>=vanilla-9 and proton-9.0.9999 are fine). Given amount of wine
variants and versions, going for the lazy "fix" in these for now.
Given the active development, imagine will be able to cleanup later.

Unsure how much is broken, but for wine-7+8 it doesn't seem worth
the effort to backport. No issues I can see with wine-9.

Libvirt's use of Python doesn't really use new python features
since it still aims to build on stable distros like RHEL-8 where
only Python-3.6 is available. Thus, Python-3.12 is trivially
supported. Add it onto PYTHON_COMPAT list for all ebuilds.
